For most first-time winter visitors, Kyoto Station or Shijo-Kawaramachi is the easiest base: Kyoto Station for train access, Shijo for food and shopping. Here's how the main areas compare, how cold it really gets, what's on in December 2026, and the accommodation tax to budget for.

Best areas to stay in Kyoto

Kyoto Station: easiest for trains and luggage

Lots of large and business hotels, so rooms are relatively easy to find even in busy seasons. JR lines run from here to Fushimi Inari, Tofuku-ji and Arashiyama, and coin lockers and luggage storage are close by. A good pick if you're moving between cities.

Shijo-Kawaramachi and Shijo-Karasuma: best for food and shopping

You can walk to Yasaka Shrine and Gion, and Nishiki Market is nearby. Lodging ranges from ryokan and guesthouses to design hotels. Reach it from Kyoto Station on the Karasuma subway line.

Gion and Higashiyama: best for a traditional feel

Close to Kiyomizu-dera, Yasaka Shrine and Kodai-ji, with long-established ryokan and luxury hotels. Best for a special trip or a slower stay.

Arashiyama: best for scenery and hot springs

Home to high-quality hotels and long-standing hot spring ryokan, with JR and Randen trains into central Kyoto. Restaurants and cafes tend to close early, so sort out dinner in advance.

How cold is Kyoto in winter?

January is the coldest month. These are Japan Meteorological Agency averages (1991–2020). Evenings feel cold, so pack a warm coat, plus gloves and a scarf if you're going out at night.

  • December: high 11.6°C / low 3.5°C
  • January: high 9.1°C / low 1.5°C
  • February: high 10.0°C / low 1.6°C
